First, which city will the solar street lighting system be installed?

Fifth, is there minimum lux requirement?

Usually there are different lighting standards for different roads. The roads can be expressway, major roadway, pedestrian walkway, bikeway, collector street, local street and so on. It will be very helpful if you can tell us the road type, we are very glad to offer advices according to our experiences.
